Content

We then create the right content to engage with our target audiences at launch time (and beyond). For example, we will create blog posts, Q&As, social media bulletins, ‘How To’ articles, positioning ‘Think Pieces’, white papers, videos, images and podcasts. Note, we optimise all of this in line with our recommended keywords, so as to enhance search ‘findability’ around important keyword markets – both brand-based and ‘interest’-based.

Publishing

We publish content to our your site and stimulate interest on other influential 3rd party channels and networks. Our aim is to generate a rich set of promotional content at ‘home’ and to drive to people to this via external networks and services (eg social media platforms like YouTube, etc).

Tealium has announced the general availability of Tealium Social Media, a new measurement service for social media and online PR that’s tightly integrated into web analytics. 　　使馆说，不行，还需要这孩子没有印度护照的证明。孩子的父亲到印度使馆开来证明，她拿到使馆，还是不行。使馆说：你要说明你是怎样到国外来的，你和原单位是否有经济和其他纠纷，有无犯罪记录等等。

　　这位女士专为此回国一趟，找到原单位，出具了证明，说明她何时从单位辞职，与单位无经济纠纷，在单位工作期间无犯罪记录等等，并加盖公 章。此文件拿到使馆，使馆说，不行，必须加盖当地省政府对外办公室公章。这位女子把证明信寄回老家的亲戚，请他们到外办盖章。外办说，不行，我们没有这个 程序，这不是我们的义务，我也不知道你这个单位是真还是假。证明信寄回，女士又去找使馆，使馆说，你不会找当地市政府先盖个章吗？女士又将证明信寄回，请 亲戚到当地市政府盖章，市政府经过调查，证明信属实，便盖了章，又拿到省外办，外办还是不认，他们说：这不是我们的义务，也不符合我们的程序。证明信又被 寄回。这位女士又去找使馆，使馆就是不办。

　　女士的丈夫愤怒了，他冲到中国驻当地大使馆，拍着桌子大骂使馆工作人员，质问他们为什么不给他儿子办护照。使馆工作人员立即拿出办护 照的表格交给他，表示批准了他儿子的护照。他把表格拿回去交给妻子，这位中国女孩将表格撕得粉碎，说：我儿子从此不做中国人！ 第二天他们就去印度使馆给儿子办印度护照，三天后拿到护照。印度使馆人员还说：怎么孩子都一岁多了才来办护照。

      当然，这可能不是真的。因为我怀疑印度比中国好不了多少。

     这个故事如果稍改下条件，比如这位女士嫁给的是美国人，她会不会还那么执拗呢。

                            换国籍也是本能

       人往高处走是本能的选择，外国月亮到底是不是比中国圆，不必多言，行为就是最好的证明。明星只是浮在最上面的一层泡沫，其实折射的是多数有钱有能力的上流人群最终决定长久定居地域时的动向，竟然不是生于斯长于斯的故国。

　　别忙着骂人家忘本，换位三思一下，如果我们有这样的条件，全世界的好地方摆在面前任你选，你还会打着爱国的旗号守在本土魏然不为所动吗？很难。

　　人都是感情的动物，谁不留恋故土？可即使如此，一旦有机会，一些有钱的国人们还是纷纷比赛似的把自己变成外籍人士。他们不是不爱国，只是更爱自己多些。爱自己没什么错，再说国家也没有这方面的限制，但背后的原因实在值得深省。

　　一个蒸蒸日上国力日渐雄厚的大国为什么留不住自己的子民？不只李连杰说的环境和教育这么点原因，把每个入外籍的人和没能力入外籍却暗暗羡慕的人们的理由综合提取，也就是真相，也就是国家尚欠缺和不合理之七七八八了。

国籍到底是什么

网上的一个帖子，先不论真假, 名人明星里加入外国国籍的有: 张铁林（英国籍）；王姬、陈凯歌、陈红、顾长卫、蒋雯 丽、宁静（美国籍）；徐帆（加拿大籍）；斯琴高娃（瑞士籍）……

有的人宣布放弃"我是中国人"有很多理由,在现在的中国吃的东西有毒，用的东西是假，警察可以乱开枪杀人，医生可以随便医 死人，工资少的可怜，福利差的要死，普通人活了一辈子连套房子都买不起，生病也看不起，贪官越来越贪，老百姓的日子越过越苦，付出和回报根本就不成正比， 连近段时间所谓的林公仆也敢大骂自己的主人:"你算个屁;"这样的生活水平和条件，生活环境谁还愿意呆在这样的地方，这些都可以成为名人明星和很多中国人 放弃"我是中国人"的理由！

这些理由难道不够吗？

昨日，两位律师在会见邓玉娇后为她的遭遇悲伤得抱头痛哭。

昨日上午，邓玉娇的母亲蹲在看守所门口焦急地等待着北京律师会见出来。

中午吃饭时，邓玉娇的母亲张树梅说要回家给邓玉娇拿药，当天下午5时，张树梅已在警方的陪同下回家“拿了东西”，第二天张树梅说她21日当晚把这些重要的证据(邓玉娇的内衣内裤)全洗了。

中国人民可以大胆的猜测一下，背后的剧情恐怕要比越狱更加精彩，但是内容却让全国人民脆弱的心再次癫狂。

报道又传出律师被邓玉娇的母亲解聘。让大家更多了一层联想。因为通过报道来看，律师确实掌握了有利于邓的证据，案发后，邓玉娇就被送往恩施优抚医院，被警方以“故意杀人”立案的邓玉娇于5月19日下午被警方带回巴东县看守所。两位律师昨日上午在看守所见到邓玉娇。夏霖律师上午结束会见时，从看守所出来打了一个“V”字形的手势，“总的说来，今天还算顺利”。

“与她交谈过程中，她逻辑清楚，一点也看不出她有精神异常。”律师非常肯定地告诉记者。邓玉娇代理律师夏霖描述，邓玉娇状态良好，思维敏捷。

        但是邓母亲的所作所为又让神仙也雾里看花，难道一个母亲会做出解聘律师的决定。是她个人的意见还是被某种力量强迫，这都是谜。

　　首先，这缘于每个人心中的正义冲动。每个有良知的人，在面对人间不平事时，都会萌发一种起码的正义感和是非判断。正如先哲所称，“无恻隐之心，非人也；无羞恶之心，非人也；无辞让之心，非人也；无是非之心，非人也。”邓的遭遇，让人唏嘘。

　　其次，发自捍卫正义的道义感。从当前情势看，巴东的通报让人产生了强烈的运作痕迹，如此一来不能不让人惶恐。从表面看，警方通报案情的措辞流露 出些许人文情怀，让不明真相者顿生好感，实际上如果仔细研读该通告，便可发现此通告杀机潜伏，戾气和“险恶”用心呼之欲出。可以归纳为四点：一是刻意遮蔽 同行的另一直接见证人，以“他”代替。二将邓玉娇明显属于自首的行为，改为是否自首须经法院认定。三是将原来的“按倒”巧妙地置换为“推坐”。四是将此前 “特殊服务”易为“异性洗浴服务”。

　　如果说前两条的遮蔽尚有情可原的话，后两条的改变则让人倒抽寒气、备感凶多吉少。问题很简单，通过警方在措辞上的腾挪转跃，邓玉娇的前景便有不 祥之兆，而本来“死有余辜”的邓贵大则被开脱不少。事实的确如此，巴东县公安局称，已经以邓玉娇涉嫌故意杀人对其立案侦查。尽管按照程序，邓玉娇最终是否 被判处故意杀人罪，有待法院判决，但熟悉现实语境的人都知道，通常来说，警方对嫌犯的罪名认定，往往就是最终的审判定罪，正如有论者所称，从侦查到起诉到 审判，有如“滚石下山”而不是“推车上山”，是以侦查为中心而不是以审判为中心。这一点，已有敏感的律师作出预期，邓玉娇最终可能会被判故意杀人罪成立。

　　最后，出于我们都可能是邓玉娇的担忧。在一个恶势力恣行的土壤里，即便是安分守己如邓玉娇的良民，也往往难以保持全身，她可以选择躲避，但恶官 追上去；她可以选择拒绝，但恶官甩着钞票羞辱；她可以选择退让，但恶官孔武有力，强行按倒。她最后选择了刀，但又被警方认定涉嫌故意杀人。我常常在想，如 果换作是我们，换作另一个民女，她们的选择只有两条，就范乃至反抗，无论哪一点都不能善终。当恶的权力骄横到滥施淫威时，每一个民女都必然如倾巢之卵，难 以安身。

　　
　　据报道，恩施电视台的画面显示了这样一幕，邓玉娇在病床上抽动身体，哭喊着：“爸爸，他们打我！爸爸爸爸、爸爸、爸爸……”

　　当看到这样的视频截图，谁能无动于衷？谁不黯然神伤？谁不为民女邓玉娇的险恶处境、不幸命运而感到心底滴血？

　　一个民女的命运，之所以让我们如此牵挂，说白了是因为我们对强权充满着发自骨子里的恐惧，说明了我们对正义是多么渴求，如果我们不据理以争，誓死捍卫正义，我们，我们的姐妹都可能成为下一个邓玉娇。

天龙八部是一本金庸巅峰时期的小说，描绘了宋末动荡年代的社会终生像。其中，书中描写的几大势力集团如慕容世家、大理段氏、嵩山少林、逍遥派、丐帮、西夏派，林林总总。

本文不是讨论萧峰的坎坷和狭义，亦不是分析书中武功之高下。本文试以在下之公关之所学，用公关关系学的角度来解读天龙八部，希望对有志于此的同仁和无志于此的坎坷聊以解忧。

这中间的激辩与计谋，都暗含了现代公共关系学的原理和法则，或者其中的故事和智慧将指导现代的公关。乔峰杏子林中的“契丹门”，慕容家族的”生死埋伏”， 扫地老僧的“强势公关”，逍遥派丁春秋的“枪手效应”和“鼓吹战略”，乃至王语嫣的“成本公关”与大理段皇爷的“利益相关者”公关以及西夏公主的“定位公关”都是公关人士最好的教科书。

首先，读天龙八部不能不从这个书名说起。金先生用此作为书名，是大有深意的。感谢的童鞋可以继续读，不感兴趣的同学可以直接跳过，读本文的大纲部分。

“天龙八部”这名词出于佛经。许多大乘佛经叙述佛向诸菩萨、比丘等说法时，崐常有天龙八部参与听法。如“法华经：提婆达多品”：“天龙八部、人与非人，皆崐遥见彼龙女成佛”。

“非人”，包括八种神道怪物，因为以“天”及“龙”为首，崐所以称为《天龙八部》。八部罗，七归那罗，八摩听罗迦。 “天”是指天神。“龙”是指神。佛经中的龙，和我国的传说中的龙大致差不多，不过没有脚，崐有的大蟒蛇也称。事实上，中国人对龙和龙王的观念，主要是从佛经中来的。佛经崐中有五龙五、七龙王、八龙王等等名称，古印度人龙很是尊敬，认为水中主物以龙崐的力气最大，因此对德行崇高的人尊称为“龙象”，如西来龙”，那是指从西方来崐的高僧。古印度人以为下雨是龙从天海中取水而洒下人间。中国人也接受这种说法，崐历本上注明几龙取水，表示今年雨量的多寡。龙王之中，有一位叫做沙竭罗龙王，崐他和幼女八岁时到释迦反牟尼所说法的灵鹫山前，转为男身，现佛之相。她成佛之崐时，为天龙八部所见。

“夜叉”是佛经中的一种鬼神，有“夜叉八大将”、“十六大夜叉将”等名词。崐“夜叉”是本义是能吃鬼的神，又有敏捷、勇健、轻灵、秘密等意思。“维摩经”崐注：“什曰：‘夜叉有三种：一、在地，二、在空虚，三、天夜叉也。’”现在我崐们说到“夜叉”都是指恶鬼。但在佛经中，有很多夜叉是好的，夜叉八大将的任务崐是“维护众生界”。

“乾达婆”是一种不吃酒内、只寻香气作为滋养的神，是服侍帝释的乐神之一，崐身上发出浓冽的香气，“乾达婆”在梵语中又是“变幻莫测”的意思，魔术师也叫崐“乾达婆”，海市蜃楼叫做“乾达婆城”。香气和音乐都是缥缈隐约，难以捉摸。 “

阿修罗”这种神道非常特别，男的极丑陋，而女的极美丽。阿修罗王常常率崐部和帝释战斗，因为阿修罗有美女而无美好食物，帝释有美食而无美女，互相妒忌崐抢夺，每有恶战，总是打得天翻地覆。我们常称惨遭轰炸、尸横遍地的大战场为“崐修罗场”，就是由此而来。大战的结果，阿修罗王往打败，，上崐天下地，无处可逃于是化身潜入藕的丝孔之中。阿修罗王性子暴躁、执拗而善妒。崐释迦牟尼说法，说“四念处”，阿修罗王也说法，说“五念处”；释迦牟尼说法“崐三十七道品”，阿修罗王偏又多一品，“说三十八道品”。佛经中的神话故事大都崐是譬喻。阿修罗王权力很大，能力很大，就是爱搞“老子不信邪”、“天下大乱，崐越乱越好”的事，阿修罗又疑心病很重，“大智度论卷三十五”：“阿修罗其心不崐端故，常疑于佛，谓佛助天。佛为说‘五众’，谓有六众，不为说一；若说‘四谛’崐，谓有五谛，不说一事。”

“五众”即五蕴”，四谛是佛法中的基本观念。阿修罗崐听佛说法，疑心佛偏袒帝释，故意少说了一样。 “迦楼罗”是一种大鸟，翅有种种庄严宝色，头上有一个大瘤，是如意珠，此崐鸟鸣声悲苦，以龙为食。旧说部中说岳飞是，“大鹏金翅鸟”投胎转世，迦楼罗就崐是大鹏金翅鸟，它每天要吃一个龙及五百条小龙。到它命终时，诸吐毒，无法再吃，崐于是上下翻飞七次，飞到金刚轮山顶上命终。因为它一生以龙(大毒蛇)为食物，体崐内积蓄毒气极多，临死时毒发自焚。肉身烧去后只余一心，作纯青琉璃色。 “紧那罗”在梵语中为“人非人”之意。他形状和人一样，但头上生一只角，崐所以称为“人非人”，善于歌舞，是帝释的乐神。 “摩呼罗迦”是大蟒神，人身而蛇头。

这部小以“天龙八部”为名，写的是北崐宋时云南大理国的故事。 大理国是佛教国家，皇帝都崇信佛教，往往放弃皇位，出家为僧，是我国历史崐上一个十分奇特的现象。据历史记载，大理国的皇帝中，圣德帝、孝德帝、宣仁帝、崐正廉帝、神宗等都避位为僧。“射雕英雄传”中所写的南帝段皇爷，就是大理国的崐皇帝。“天龙八部”的年代在“射雕英雄传”之前。本书故事发生于北宋哲宗无祜、崐绍圣年间，公元一○九四年前后。 天龙八部这八种神道精怪，各有奇特个性和神通，虽是人间之外的众生，却也崐有尘世的欢喜和悲苦。这部小说里没有神道精怪，只是借用这个佛经名词，以象征崐一些现世人物，就象“水浒”中有母夜叉孙二娘、摩云金翅欧鹏。

Global Times launched its English edition to a lack of fanfare. And lack of fanfare pretty much sums up the new newspaper.

The venture was originally marketed as a new international mouthpiece for the Chinese media. Unfortunately, readers who expected a hard-line alternative to China Daily are going to be sorrily disappointed. Gone are the angry and rash editorials of the Chinese edition (which would have at least brought a chuckle during the morning commute); in their place is the same bland middle-of-the-roadism China Daily is known for.

Now, that may be because the editorial section of the Global Times website is full of Xinhua editorials (it’s not clear if editorials by Times writers will becoming later), or it could be that the hard-line stance of the Chinese edition was felt to do more harm than good in convincing international audiences of Beijing’s point of view.

There are some longer pieces that from their titles suggest longer in-depth analysis, but in reality only scratch the surface. “The True Picture of China’s Catholics” briefly compares China’s underground Catholic churches with the Beijing-backed Chinese Patriotic Catholic Association, and goes little further than a vague warning that members of the underground churches may come under the influence of forces “hostile to China.”

A piece on “human-flesh search engines,” the real-life searches by internet vigilantes for people viewed as having committed injustices, is three pages long, and makes sure to emphasize how the technique operates in a gray area that Beijing disapproves of.

Perhaps we got our hopes up too much. Global Times is state-run media, after all. Its job is to purvey Beijing’s view on the issues of the day to the world, and it is going to do so in a way that is acceptable to the government. Beijing wants to play it safe, and we can therefore count on Global Times to be as exciting and ground-breaking as, well, China Daily.

Readers with any remaining hopes that the Global Times could represent a vital new voice in English-language media in China should simply compare the slogans of the websites of the following English-language media outlets:

On April 30, China's State Council banned "foreign financial information providers" from undertaking "news gathering activities" inside the country. The new measure appears inconsistent with Beijing's agreement, reached last November with Canada, the European Union and the U.S., to withdraw rules that severely restricted the activities of foreign news organizations. The withdrawn rules were clearly in violation of China's World Trade Organization obligations.

While Beijing was further restricting foreign media in China, the country's Communist Party was launching its English-language Global Times newspaper. This publication, which joins an existing Chinese-language tabloid of the same name, is a product of Beijing's latest initiative to create international media giants.

The primary beneficiaries of Beijing's media-building efforts, first revealed this January by Hong Kong's South China Morning Post, will be state broadcaster China Central Television, better known as CCTV; the Communist Party's flagship publication, People's Daily, and state-run Xinhua News Agency.

In addition to the new Global Times, Beijing's media initiative contemplates that Xinhua will almost double the number of its bureaus so that it will have offices in almost every country; CCTV will add Russian and Arabic channels to its Chinese and other language broadcasting and Xinhua will begin a worldwide 24-hour news channel on the model of Al Jazeera.

The new Global Times, in an editorial issued on its launch date, stated that it would "strive to reveal a complete and true picture of China" and that it is "dedicated to conveying the original voices of Chinese people," but it is almost impossible for a Communist Party publication to do any of this. What the paper really meant is what Beijing said in January: Its goal is to "better convey a good image of China to the world." That's a difficult task for Beijing. Unfortunately for the one-party state, many of its messages sound off-key or, worse, belligerent.

So it's no surprise that Beijing's publications often appear propagandistic. Even when they don't, they look bland, especially the official China Daily, which just launched a U.S. edition this February. (Plus CBN recently launched news center in U.S.)Due to these disadvantages, if the Chinese people had a real choice, state media would be commercially unviable in China. And, despite recent improvements in presentation and content, some of it already is.

So how will the Communist Party's media survive outside the Chinese homeland? To overcome the handicap, the Ministry of Finance will be supporting Beijing's January plan to the tune of 45 billion yuan--about $6.6 billion--in grants and subsidies. Undoubtedly, the Chinese central government will be providing more assistance when this initial funding runs out.

The subsidies inevitably raise a trade issue. Xinhua, CCTV and People's Daily all will be competing with privately owned media that is not supported by government grants. Moreover, there is an even more important trade question. The Chinese central government blocks Voice of America and Radio Free Asia and severely restricts CNN and other privately owned networks, of course. Yet at the same time, CCTV is allowed to distribute widely its English and Chinese programming on cable in the U.S. So should we allow any Chinese media--TV programming, books, newspapers or magazines--here? The buzz word is "reciprocity," and we should be demanding it.

But former state-run Xian television journalist Ma Xiaoming says that while some

of the more sensitive incidents, such as the protests, were covered

ahead of the Olympics, the domestic Chinese audience never saw these

English-language reports, which were aimed at an international audience.

kind just by going to the regular domestic news sites," Ma said.

"This is a pose, to boost China's image in the eyes of the international

community, to address some of the criticisms they have received in the past," he

said.

Stories go unreported? All depends on what you call a story.

"Nothing much has really changed. They still block, detain, and beat up anything

that moves, and keep the lid on the free flow of information," said Ma, who said

Beijing had been less concerned all along with the opinion of the International

Olympics Committee (IOC) than with world public opinion.

"But in fact there were many things we didn't hear about [here in China]...for

example, the mass detentions of petitioners in Beijing, just people wanting to

complain to the government about something, who were shut up en masse in a

detention center in Beijing. There was no reporting of that story," he said.

While foreign media were freed from getting permits to make reporting trips to

other cities and provinces, the new rules appeared forgotten at times by

officials in the heat of sensitive breaking stories.

The detention of two Japanese journalists in Kashgar, in China's northwestern

Xinjiang Uyghur Autonomous Region, and scuffles between security personnel and

Hong Kong television crews filming the rush to buy tickets showed that the new

orders hadn't necessarily filtered down to ground level.

And controls on China's growing body of bloggers and citizen journalists, often

young people without formal journalism training, had grown as the Olympics

Prominent blogger and citizen journalist Zhou Shuguang, known online as Zuola,

who gained a following covering the "nailhouse" couple holding out against

eviction in the southwestern city of Chongqing, said he had been allowed to

cover that story without interference and report on a campaign in the

southeastern port city of Xiamen against a planned chemical plant.

Warning to blogger

But just ahead of the Olympics opening ceremony, he received visits from local

officials warning him against trying to travel to Beijing during the Olympics.

Anywhere else was fine, just not Beijing, they said.

"I was told by one of them, a government official...that he read my blog every

day," Zhou said.

"The controls have been extremely tight recently. Now, if there's a problem with

a site, they don't just shut down one computer—they shut down the entire data

center. It's very strict."

But according to the ousted former editor of Baixing magazine, Huang Liangtian,

the collision of values surrounding freedom of information that occurred is

still likely to have an impact on Chinese officials.

"The Olympics was the occasion on which it was recognized that China's society

is still very closed," said Huang, who was relieved of his editorship of the

magazine after it published an expose of forced evictions in the eastern city of

Jiangyin.

"In promising a freer media as part of the Olympics deal, China made a

connection with the international community. But there is still a big gap

between them. The authorities now are slowly beginning to recognize that gap.

Some of this process has been very painful," Huang added.

Growing professionalism among Chinese media. That's the point, baby

But Huang also said the Chinese domestic media had grown in professionalism in

recent months and years, despite constant government controls on what it could

do.

"There has also been a recognition that there is a social attitude that is

specific to the media, which has its own existence, whether or not you try to

control it," he said. "Also, that sometimes you can control it and sometimes you

can't. Now they are aware of the media as a social force."

Ma said the concept of press freedom in China had implications at many levels,

and that information was blocked by the authorities in many different ways.

"We're not just talking about newsgathering. We're talking about the freedom of

opinion, to gather news, and the freedom to publish or broadcast it. On top of

that there is the freedom on the part of the audience to read, hear, or watch

whatever they like," he said, citing jamming of international broadcasts by the

authorities.

"It's the same with the Internet...There are a great many sites you can't access

if you just use normal browsing methods, as opposed to special methods to get

around the blockages," he said.

"There are huge stories and small stories every day which just pass the Chinese

people by. That's why I tell people that they shouldn't bother commenting on

current affairs. I'm not even sure that I should be commenting. Because opinions

are formed from the facts, right? If you don't even know the true situation, how

can you have an opinion about it?"

Milk scandal cover-up

The unfolding public health crisis sparked by the tainted milk powder scandal—a

story kept under wraps until after the Olympics had concluded—has highlighted

both to domestic and overseas audiences how the government approach to

information focused on its restriction, rather than its usefulness to ordinary

people.

Sanlu Group, the Shijiazhuang-based company at the center of the scare, was

revealed to have asked for government help to cover up the extent of the

problem.

And the official Communist Party People's Daily newspaper, in an apparent bid to

regain public trust in the government, quoted Shijiazhuang city government

spokesman Wang Jianguo as saying Sanlu Group had sought help in "managing" the

media response to the case when it first learned of the matter on Aug. 2, six

days before the opening of the Olympic Games in Beijing.

China has already said the city government in Shijiazhuang, home to the Sanlu

Group whose contaminated milk sparked a recall that has now spread worldwide,

sat on a report from the company about the tainting for more than a month, while

Beijing hosted the Olympic Games.

"Please, can the government increase control and coordination of the media, to

create a good environment for the recall of the company's problem products," the

People's Daily cited the letter from Sanlu as asking.

"This is to avoid whipping up the issue and creating a negative influence in

society," it added.

     《反垄断法》第21条规定，经营者集中达到国务院规定申报标准的，经营者应当事先向国务院反垄断执法机构申报，未申报的不得实施集中。《国务院关于 经营者集中申报标准的规定》对申报标准做出了规定，即：参与集中的所有经营者上一会计年度在全球范围内的营业额合计超过100亿元人民币，或者在中国境内 的营业额合计超过20亿元人民币，并且其中至少两个经营者上一会计年度在中国境内的营业额均超过4亿元人民币。

      根据2008年9月24日发布的《关于中国联通股份有限公司与中国网通集团（香港）有限公司合并之重大资产重组报告书（修订稿）》显示，2007年，联通的营业收入约为1004.7亿元，网通的营业收入约为869.2亿元。

     据悉，自2008年8月1日《反垄断法》实施以来，已有多起国有企业特别是中央企业的合并重组，但负责此项审查的商务部却几乎没有接获此类整合的申报。

        China联通与网通完成合并至今，已经有半年的时间，然而就法律程序而言，这两家公司的合并并未完成。而在这半年中，并无任何机构深究这一现实，即使是执法者。这种奇怪的局面因何出现？

     最近，网上最火爆的事，是两件。大家向来知道城管的智商是高的，官员的情操也是高的。和两者一样高的就是武功秘籍。

    话说，一个幸福男人的背后都有一排女人，一个很吊的武林高手背后都有一本武林秘籍。最近流传在网上的北京城管秘籍更证明这是真理中的真理，牛中之牛。
  
    江湖上所传的城管秘籍其内容之翔实，义理之精妙，可作为与如来神掌，易筋经并列为古今超一流武学典籍。这更可以居家必备之良册，普通人勤加联系，终有小成。起码对付索马里来到和郭芙蓉还是掉掉有余的。

     其文曰：
     注意要使相对人的脸上不见血，身上不见伤，周围不见人，还应以超段快的连环式动作一次性做完，不留尾巴……更是让网民惊呼：“已经把老百姓当敌人了！”

        这本《城管执法操作实务》为北京城管局的培训教材，由国家行政学院出版社出版。该书介绍了城管执法的基本原则、城管执法的四大难点、城管执法的管理相对人等内容。记者以普通读者身份打电话到该出版社询问，对方确定有这本书。

          说到城管，似乎只有中国有这个编制。我们不禁要思索一下为什么其他国 家没这个“军种”。警察是管坏人的，那么城管是管谁的呢？坏人之外只有好人了。事实上，城管管的都是没有犯法的人，因为犯法的人归警察管。既然没犯法，就 是好人。我们不能否认，小商小贩不是坏人。于是，我们只能给城管下这样的定义了：管好人的执法部门。

        成龙大哥在博鳌的讲话大家都可能知道，就是好人是需要管的。那么管好人也需要有武林秘籍，这本城管秘籍的推出是中华上下5千年之大事，集天下武学精华，汇中西管理经验。

       但是，高人懂得越是高深的武功秘籍，倘若不加以自我约束，对自己的伤害也是越大。少林寺扫地老僧的教诲千古之下依然在耳， 金毛狮王的七伤拳的故事也犹然在目。

        城管秘籍有一个最大的弱点。想必有高人已经猜到了，那就是传说中的“欲练此功，挥刀自宫”。套用一句老人家的话说，就是“自绝于X,自觉与人民。”（对不起，网易不让大家说X这个字）。

       另外一件事情，也和武林秘籍有关。李大人几人回到堂上，吩咐其取来笔墨纸砚，临时抱佛脚创出一套武功秘籍，名曰《采阴神功》，来到后堂，递予王书办，道：“小王，当干部也该有个样，你们武艺如此 ...

      接下来死，就是把武功秘籍勤加练习，经常实战，融汇贯通尔....

      Then, 有了下面的故事：

       西安市质监系统一名36岁的副处级女干部张某4月17日在办公楼服毒自杀，至今仍处于昏迷状态。张某亲属21日提 供了女干部留下的3页遗书和长达11页的控告信，女干部在这些材料中自曝遭西安质监某领导“猥亵”，后因“不听话”遭到打击报复，导致从副处级领导岗位被 下放到基层等消息。

　　《南方都市报》报道，张某在遗书中称其写遗书有几个原因：其中一个是，“正当我的工作、生活顺利、美满之时， 一场突如其来的灾难从天而降。其祸源就是质监局某领导（本文涉及该领导均以‘某领导’相称），这个道貌岸然的禽兽竟然在他办公室对我进行猥亵，在他家里对 我这个女下属……给我身心造成了极大的耻辱和终身痛苦。

　　某领导明知自己的行为党纪国法难容，做贼心虚而后怕的他视我为潜在的‘定时炸弹’，必须排除方可放心。在他的封官许愿、威逼利诱未达目的的情况下，……与他人诱骗我掉入他们的陷阱，对我大肆污蔑、诽谤……”

　　“某领导对我进行明目张胆的打击报复，两年内在工作上实施先下放基层后免职，又连续两年评定基本职称，并且公然指使一个正（处）级建制的分局安排我一名副处级调研员待岗。在生活上唆使他人长期跟踪、骚扰、诽谤、污蔑长达两年之久。（张某在此注明：目前，我已报案……）”

    So what?我已报案……报给谁啊？

   值得一提的是，本届普利策奖首次将14个新闻类奖项也同时面向互联网新闻媒体开放。自2006年以来，来自于附属于报纸实体媒体网站的网络内容就被 允许参加普利策新闻类别奖项的角逐，但是单纯的网络媒体则不得提交参赛作品。纯网络在线媒体只给与了两个类别的参与权：突发性新闻报道和突发新闻摄影。尽 管提供了机会，但是并没有任何纯网络在线新闻网站获得最后的大奖。

　普利策奖管理方表示，附属于平面杂志和广播的网站没有资格参加角逐。

　皮尤研究中心优秀新闻项目副主任艾米-米切尔表示，允许网络媒体加入竞争是对在线媒体在新闻方面扮演着日益重要角色的肯定。“这次参赛的大多数媒体都来自传统媒体，但是也有不少来自于非传统媒体，现在我们已经越来越清楚的看到，很多读者和观众都开始向网络迁移。”

　　米切尔还表示，之前研究中心开展的一项调查中显示，一些人会担忧在线新闻报道可能会改变新闻业的基本价值观。一些受访者认为，在线新闻可能会让新闻业变得“只注重速度，而忽视准确性。”但同时，网络新闻又具有传统新闻无法代替的优势，比如“不但相关图片、视频、新闻可以点击链接，而且读者可以直接与记者、编辑和其他网友进行在线的互动交流。”

　　来自印第安纳州迪保尔大学新闻教授罗伯特.M斯蒂尔表示：不管采用什么方式来报道新闻，保证新闻的准确性和公正性这一核心价值是须得到遵守的。不过他 也指出，2009年的普利策奖对在线媒体敞开大门，对当今数字媒体传播时代性来说意义非凡。他表示：“从某些方面来说，这促进了针对新形式新闻报道方式的 规范化进程，同时也带动了对于基本新闻信息报道和实质性新闻之间区别的进一步探讨。因为，仅仅是有人把知道的事情发布在了网上，这还算不上是新闻。”

A  “人人手持心中的圣旗，却红光满面地走向罪恶。”法国启蒙思想家伏尔泰曾经如是说。

• 圆明园铜兽首拍卖受到一片谴责，闹得沸沸扬 扬；经由法国佳士得拍卖的铜兽首，厦门商人蔡铭超以累计3140万欧元的天价“拍”得，随后他高调宣布“不付款”，蔡铭超立刻被奉为“夺宝奇兵”、“民族 英雄”。
• 可口可乐收购汇源案被中国商务部禁止，依据为中国的《反垄断法》，网民一片欢呼，曾有八成多网民反对汇源被可口可乐收购，目的是“保护民族品 牌”。
• 一对当地母女在武汉大学樱园内拍照，为“好看”而穿了和服，结果引来年轻学子的叱责声讨，十多人轰赶“和服母女”，她俩很快被“滚”了出 去。

• 《中国不高兴》出版后，而出版一本新的书，就是《中国没头脑》。一个不能包容的民族，早晚会把我们变成日本人。
  

　　B  中国人真的是很爱国的。如今的年轻人，更是爱国得紧。没有大师的时代，到处都是“大师”；不知爱国的时候，到处汹涌着“爱国”。圆明园兽首拍卖的蔡铭超， 尽管年纪有一把了，也自认很爱国。这位被网友认为长得颇像“兽首”的蔡铭超，在自家公司一楼前台的墙壁上挂有毛泽东画像，两边插着两面中国国旗；公司内还 有一尊毛泽东铜像，铜像下面有个方形木墩，正面刻着鲜红的“忠”字……国旗、“忠”字、毛泽东画像，都成了他的爱国符号。

　　对于这些“爱国者”来说，爱国如果仅仅是爱国，那是远远不够的，一定要闹出大动静来，所以有一点风吹草动，很多人就开始闹爱国。如今有了网络， 轻易就能闹得动静很大。个人闹，群体闹，组织闹，个人组织带领群体一起闹。蔡铭超就是一个人“领导”一个群体一起闹。然而他导演的是一场“爱国闹剧”—— 你说他那哄抬物价的叫价算是恶搞吧，其实更像调戏，就像调戏妇女一样。整个事情，闹到最后，国人究竟闹得了什么呢？盘点手中的“战利品”，发现两手空空， 一无所有，兽首还是没有拿回来，最多算是收获了一堆狭隘民族主义的情绪，郁积在那里。

　　C  什么事情能让这些闹爱国的愤青感到“中国很高兴”呢？“禁止可口可乐收购汇源”就是，这让他们感到很出气。汹涌的狭隘民族主义，恰是压垮可口可乐与汇源并购案的一把重要稻草。

　　狭隘民族主义者也甘愿把自己弄成稻草人，只要能压垮他人。他们具有稻草人的犀利眼睛，所以，他们看见星星，就以为是美国；他们看见狗熊，就以为 是俄罗斯；他们看见太阳，就以为是日本。当他们看见樱花与和服，那更是气不打一处来了，因为樱花是日本的“国花”，和服是日本的“国服”，更是不折不扣的 “日本”！

　　然而，他们不知道“秋瑾穿和服依然爱中华”是一个简单的事实；他们更不晓得和服取法汉服而成，和服汉服其实同宗同源。中日服饰文化学界所认同的这个事情，他们是不会认同的。他们有一天可能看见汉字也会发疯：那不是“日本汉字”吗？赶快让“汉字”滚出去！

　D  反正他们“不高兴”。面朝西方，说“不”，说“不高兴”，大抵就是爱国、最爱国的。他们动辄代表中国说话，所以那本书的名字叫《中国不高兴》；他们对别人 批评《中国不高兴》更为不高兴。有个叫曹林的年轻人，新近就不高兴了一把，作为《中国青年报》的一个编辑，利用自己的地盘，发文为《中国不高兴》一书辩 护。一看到这个满脸不高兴的霸道标题——《“理性爱国主义”：垄断理性符号的霸道》，我立马就笑了。在拼装词语的噱头题句之下，瞧那傲慢的文章，我立刻想 到一个比喻：

　　一锅鼠屎汤中掉进一粒米，有人把这粒米拣出来，一脸傲慢且一脸庄严地说：你看，这不是人人都吃的大米吗？你能看不见这粒米而全盘否定这锅汤吗？你能说这米没有营养吗？你能那么霸道地否定别人熬的那锅浓汤吗？

　　E  狭隘的民族主义情绪，总是表现得“正义汹汹”，很擅长“上纲上线上敌我”，喜欢把什么都看成是“敌我关系”。这些“爱国者”，最擅长树立敌人，美国是敌 人，法国是敌人，日本是敌人，德国是敌人，俄罗斯是敌人……敌人，敌人，敌人，到最后全世界就剩下他自己不是自己的敌人。在当下语境中，他们动辄把意见不 合的同胞看成是汉奸、卖国贼——反正都是敌人。已有数不清的人给我“批发”了“汉奸”之类的帽子。我很佩服他们的二元思维：要么好人，要么坏蛋；要么爱 国，要么汉奸。

　　把别人当成敌人的人，首先是把自己当成别人的敌人。也不知道怎么搞的，总有一些人仿佛患上了“被迫害狂想症”，这种症状总不是与生俱来的吧？

　　F  狭隘者，目盲者。

　　又似乎不能说狭隘者是目盲者。他们往往张开一只眼，左眼。这些“左视眼”，总是认为自己从脑门到眼睛，从嘴巴到脖子，从心脏到肝脾，从大腿到脚板，统统都洋溢着爱国细胞、荡漾着爱国气息。全世界就他们是最爱民族最爱国的。

　　“左”似乎从来不会有“错”，更不会有什么危险，因为“左”总是与“爱国”、与“革命”粘在一起。“右”呢，“历史的经验”早就告诉你是什么结 果了。这就是现实。极左与“革命”贴得很近，狂热的狭隘民族主义当然也与“爱国”很相近。这就是他们动辄反西方反外国、给同胞批发“汉奸”帽子的“底 气”。

　　G  狭隘民族主义的“爱国”，是“超爱国”，是“爱国难耐”，特别是碰上“外事”的时候，一定要让“超级难耐”的“爱国”闹腾起来。他们最喜欢“出气外交”，有一点矛盾，就高叫“打”，嚷着“派海军、派空军”，最好原子弹掼过去，恨不得立刻弄人家一个稀巴烂。

　　在世界历史上，不知道有多少人祭起“爱国”的大旗，干的是害国的勾当，还自以为是，洋洋得意。

　爱国者与误国者，爱国者与害国者，距离并不遥远。虚狂型的爱国主义，就是误国害国的伪爱国。“爱国无罪”，这个当今许多人爱喊的口号，希特勒若是听了，一定开心地咧开嘴笑。

　　H  极端狭隘的民族主义，看起来像“爱国者”，其本质都是不折不扣的“害国贼”，换言之，就是“爱国贼”。

　　杂文大家鄢烈山先生有杂文名篇《“爱国贼”》，我们耳熟能详，但狭隘民族主义者恐怕是不看这个杂文 的。如今的狭隘民族主义者，他们能红光满面地把“爱国有理”弄成等同于当年的“造反有理”。不知这是本事，还是本能。一般意义上，“爱国”跟“有罪”并不 搭界，但成为“爱国贼”很容易，结果就是其罪大矣。

　　让那么多国家富裕与强大起来的普世价值，竟然有人以爱国的名义予以摈弃，也曾一度闹得很凶猛，那么他们是不是一种“爱国的家贼”呢？

　　I  “爱国是流氓的最后避难所。”这是英国思想家塞缪尔的惊世名言。流氓和所谓爱国的“爱国贼”，距离确实不远。

　　在台湾，“爱国是流氓的最后避难所”已被陈水扁之流弄成了“台独是流氓的最后避难所”。所谓“爱台湾”，已成了阿扁这个政治流氓时刻想到要使用的“避难所”。

　　当今在我们一些愤青的精神废墟上，什么都缺少，却不缺少一种涂着“爱国”字眼的“旗帜”在招摇。这 些“爱国”愤青活跃在网络阵地上，那得意的样式就像丹顶鹤昂首阔步在鸡群里，这世界仿佛就他们是爱国的。他们的一些所谓爱国的脑残行为，已证明他们是网络 暴民，距离“爱国流氓”已经不远。

　　J  “培养一个独立思考的公民，需要20年；培养一个纳粹，只需5天。”德国导演甘塞尔执导的电影《浪潮》，讲述了一个为期5天的“恶魔实验”，说明法西斯虽 然过去了几十年，但它的病毒很容易复活。电影根据1967年4月发生在美国克柏莱中学的真实事件改编——历史老师琼斯进行了一项实验：重建纳粹德国，一个 微型的纳粹德国，就在他那教室里；5天以后，百十名学生在礼堂里伸出手臂，向琼斯致以统一的“浪潮”礼……甘塞尔导演曾以一种毫不犹豫的口吻说道：“历史 会在当下重演！当人们遭受贫穷、不幸或者其他原因，便需要一个看上去能够使他解脱的团体。”

　　通常来说，民族主义往往出现在危机时刻，狭隘的、极端的、狂热的民族主义更是如此。但寻常时刻，狭隘民族主义照例容易在年轻一代心中扎根萌芽。他们播下假“龙种”，才不管收获的是“跳蚤”还是“恐龙”呢。

　　K  “爱国”总是成群结队的，这样才能闹得有气势，如今发狂的“网帖爱国”尤其如此。早在九十年多前，鲁迅先生就在“随感录”中，就对自大的、成群的“爱国”有深刻的剖析：

　　中国人向来有点自大。——只可惜没有“个人的自大”，都是“合群的爱国的自大”。这便是文化竞争失 败之后，不能再见振拔改进的原因……“合群的自大”，“爱国的自大”，是党同伐异，是对少数的天才宣战；——至于对别国文明宣战，却尚在其次。他们自己毫 无特别才能，可以夸示于人，所以把这国拿来做个影子；他们把国里的习惯制度抬得很高，赞美的了不得；他们的国粹，既然这样有荣光，他们自然也有荣光了！倘 若遇见攻击，他们也不必自去应战，因为这种蹲在影子里张目摇舌的人，数目极多，只须用mob（引者注：英语，指暴民、乌合之众）的长技，一阵乱噪，便可制 胜。胜了，我是一群中的人，自然也胜了；若败了时，一群中有许多人，未必是我受亏：大凡聚众滋事时，多具这种心理，也就是他们的心理。他们举动，看似猛 烈，其实却很卑怯。至于所生结果，则复古，尊王，扶清灭洋等等，已领教得多了。所以多有这“合群的爱国的自大”的国民，真是可哀，真是不幸！（见《热风? 随感录?三十八》，《鲁迅全集》第一卷327页）

　　L  爱统治者、爱政府、爱国家、爱祖国，这些有着不同内涵与外延的概念，往往被“一锅煮”。在许多人那里，“爱国”是一个再容易不过的事情了——爱国轻而易举。而19世纪俄国作家恰达耶夫的爱国却是如何的艰难：

　　恰达耶夫被沙皇尼古拉强制送进了精神病院，因为他对俄国和俄国人的批判尖锐至极。他认为俄国人只具 有“爱国的本能”，而距离“自觉的爱国主义”甚远，所谓“热爱祖国”，所用的只是幼稚民族的方式；他坚称自己是爱国的，是一种“否定的爱国主义”。他这样 说：“请你们相信，我比你们中的任何一个人都更爱自己的国家……我发现，一个人只有清晰地认识了自己的祖国，才能成为一个对祖国有益的人；我认为，盲目钟 情者的时代已经过去了，现在，我们首先要献身于真理的祖国。”

　　M  知识分子需要什么样的爱国品质？恰达耶夫给我们树立了榜样。

　　社会学家李银河说得好：“如果只鼓动民族主义，不鼓动民主主义，那就只能达到义和团的水平。民族主义是一个族群的价值；民主主义是普适价值。尤其在我们这样一个缺乏民主传统的国家，目前知识分子和爱国志士的主要责任是推动中国的民主进程，而不是煽动民族主义情绪。”

　　伪爱国出来不是一个国家之幸。可如今伪爱国也成了一些知识人士的“纸糊的防空洞”，这更可怕。

　　N  汶川大地震，给国人带来一个重要的启迪：爱生命比爱国更根本。个中道理，智者早已阐述过：国家是为人民建立的，人权永远高于主权。国是环境，人是根本。汶 川大地震后，哲学家周国平以《爱生命比爱国更根本》为题写了一篇文章，关乎地震、奥运、爱国、人性。他说：“与爱国主义相比，在人性层次上，它是更深刻的 东西，在文明层次上，它又是更高级的东西。人性比民族性更根本，爱生命比爱国更根本，这是多么简单的道理。”

　　爱祖国是重要的，爱地球更是重要的，爱宇宙也同样是很重要的。我们，都是浩瀚星海中、小小地球上的人。地球人，你我都是人，渺而小之的人，人与 人没有多大区别，这就叫“人类”。“正因为爱中国，我才蔑视这些一根筋的爱国主义者，他们的言行恰恰是在损害中国。”周国平文中这句话，也正是我要说的 话。那些“一根筋爱国主义”，就是“伪爱国”。

　　你是要“伪爱国”，还是要“爱人类”？这是一个简单的问题，也是一些人艰难的问题。

　　O  伪爱国的狭隘民族主义，无论闹得多么猛，永远都是“败兵的旗帜”。徐迅雷

美智库大多“赔钱赚吆喝”

    这就是华盛顿智库的风格。在楼下马萨诸塞大街这段短短的街区附近，集中了上百家各色各样的智库机构。这些智库大的有数百人，研究方向是政治、经济、军事、 文化无所不包，政治影响力也难以估量。比如，三月初中国外交部长杨洁篪访问华府时专程前往发表演讲的“国际战略研究中心（CSIS）”，就在几百米之外。 而大名鼎鼎的“传统基金会”、“布鲁金斯学会”也都是近邻。当然，这里也有许多小型智库甚至微型智库。记者的一位日本朋友就在一个“超迷你”智库工作。该 智库专门关注日本贸易问题，连老板加员工一共三个人，其中还包括一名实习生。

    华盛顿的智库不管大与小、综合与专业，都以类似的方式运作，也以各自的渠道影响着美国的内外政策。一般来说，美国最典型的智库都是民间性质的，由私人出资 筹办，是以政策研究为主业的非营利性机构。换句话说，大多数智库的运作模式就是“赔钱赚吆喝”，私人公司或者基金会投入巨资资助学术研究，其目的就是“达 声于上”，同时为社会提供高质量的知识产品。当然，也有少数智库如著名的兰德公司，因其超强的研究能力和声誉，可以通过售卖研究成果来赚钱自给，甚至创造 了一种特殊的公共政策咨询的商业模式。

德国一家广告商将中国已故领袖毛泽东作为安全套广告的主角，还和希特勒、本·拉登并列，以体现其“创意性”。该广告自今年3月问世以来，在德国引起广泛质疑，尤其令海外华人非常气愤。一名当地学者表示，这种为出位、出名，不惜抹黑中国的做法“令人难以接受”。

        恐怕连他们都应该知道任何别国政府都不可以随便干涉中国内政，何谈该广告公司竟然将毛主席和希特勒与本·拉登这些世界臭名昭著的大独裁者以及恐怖分子名列一起？德国人聪明，中国人也不傻，言下之意，不言而喻。

　　广告制作方Grey Worldwide公司为德国第二大广告公司，已有50年历史，在97个国家设有428家办事处，包括中国上海。Grey Worldwide公司不知是没预见到这样的广告的恶劣后果，还是成心要这样做。住在柏林的沈影女士气愤地表示，这则广告伤害了中国人民的感情，必须要道 歉。

　　“Ads of the World”网站的读者评论也给广告打了低分。在以10分为满分的读者评分中，该广告只得4.5分。一名叫瑞皮的网民说，“把中国领袖和希特勒放在一起？这很可恶！”

　　德国国际媒体研究所专家艾特伯斯表示，该广告的创意是“即使像毛泽东那样强大，我也不怕”，以此说明安全套的保险性。但这样做显然违反了做广告的原则，并伤害了中国人的感情。

　　艾特伯斯说，把受中国人爱戴的中国领袖毛泽东与希特勒和拉登“混为一谈”，令人难以接受。Grey Worldwide公司显然是想借中国领袖出位、出名，甚至不惜“抹黑中国”。

　　另据德《霍利特日报》报道，德意志银行已拒绝与Grey Worldwide公司合作，因为不满其创意。

　　据了解，这已不是德国公司第一次利用中国领袖形象做广告了。一家 德国保险公司曾用中国领袖作为电视广告的主角；一家广播电台还在领袖的眼睛上画上装饰；还有一些公司像Grey Worldwide公司一样，肆意篡改中国领袖的形象，以达到宣传目的。2008年1月，法国雪铁龙公司在西班牙的一幅广告中篡改了中国领袖毛泽东的形 象，该公司后来道歉。

　　就在面板业四面楚歌之时，中国汽车行业却是凯歌高奏。在刚刚过去的第一季度，中美汽车销量“锦标赛”以中国完胜告终，今年全年中国超越美国成为世界汽车产销第一大国几无悬念。中国汽车 虚弱的恐龙

　　不过，另一则新闻却为汽车业的辉煌写下了别样的注脚——华晨汽车近日在Euro NCAP标准碰撞测试中，苦吞史上最低成绩：零分。

　　从这里可以看出，光鲜的汽车业和惨淡的面板业，在不同的外衣下面却有着相同的本质——为外资提供工人、厂房和生产线，却造不出自有品牌的全球主流产品。

　　这正是中国制造的真面目——缺少技术话语权，产业链不完整、大而不强。21世纪最宝贵的是什么？技术。“技术力优势”已远远超过“劳动力优势”，从前能支持本土企业打价格战的廉价劳动力，已难发挥作用。中国企业长期缺乏技术积累，企业发展后劲不足，更多陷入眼前利益，为市场而市场，为利润而利润，落后是必然的。

　　是谁让中国制造蒙羞？不是短视的企业，而是缺位的政府。只做市场的裁判员和收税者，这样的政府是失职的政府。

　　以面板业为例，投入一条第五代的液晶面板生产线需要15亿美元，第七代生产线更高达40亿美元。这对于年平均利润仅1亿美元的中国彩电企业来 说，无异天文数字。指望单个企业、或有限几个企业联盟的“单打独斗”，实现核心技术的突破和升级，已经证明是失败的。而在欧盟，在美国，在日本，在韩国， 政府都投入大笔资金推动技术研发。

　　这个新机遇就是——电动车市场。在制造传统汽油柴等动力车上，中国明显落后美国、日本和其它国家，但若论及最新科技的油电车市场，中国可望直接跨越前一段发展历程。>>中国欲借电动车市场晋身世界龙头

　　比亚迪就是最好的证明。巴菲特去年宣布入股比亚迪，引起了外界一片哗然，但就是这个小小的比亚迪， 却成为全球第二大电池供应商，另外，比亚迪从去年底就开始在中国市场销售使用锂离子电池的油电混合动力车，比美国和日本的类似尝试领先至少一年，而且该公 司最近还在谈判向美国和欧洲的汽车厂商出售其电池技术。>>巴菲特买比亚迪意在新能源

　　不仅如此，在2009的底特律车展商，比亚迪和华晨罕见地驶上了车展主桌，连通用福特都得作陪。

　　反观一汽集团、东风汽车和上汽集团这三家本土车商的“巨无霸”，在创新上却一直成绩平平。上汽的燃 料电池车项目无果而终，最近又传出明年将推出由美商提供锂离子电池的混合动力汽车，可眼见比亚迪从去年就已经开始销售自主研发的油电混合动力车，真是让 “三大”车厂颜面扫地。

　　然而这并未动摇中国政府对国有汽车大厂的“一片深情”。政府日前 出台的汽车产业振兴规划，还“鼓励”三大车厂在全国范围内兼并重组，奇瑞由于挂着国企的牌子，蒙恩获准在区域范围内实施并购，而近来在海外收购方面频有大 动作的吉利汽车，由于其民企身份，在政府的这一产业振兴计划中似乎只有被国企收编的份。至于汽车产业振兴规划虽然说要鼓励纯电动、充电式混合动力等新能源 汽车的发展，但对在国际上给中国新能源汽车产业露了大脸的比亚迪却似乎不屑提及。>>汽车产业调整 谁是待宰的羔羊？

　　这就是问题的关键。政府主导的三大国企不争气，但对新兴的民营却不屑鼓励和扶持，只一味抱着自己的孩子“喂奶”。眼见一季度开始，中国已经超越美国成为全球汽车制造商的老大，政府是时候换换思维，多培养几个在国际上争脸的“比亚迪”了。

　　至于本土政治,你看,我是美国的总统,不是中国的主席,也不是日本首相,我不是参加峰会各位的首脑。我最直接的责任是让我们美国的人民生活得更 好,这才是他们选举我到这个职位的目的。这也是前面几个问题中所提到的,为什么我来这里（参与20国峰会）能够帮助美国人民就业、购买住房、培养孩子上大 学、实现我们所说的“美国梦”。衡量我的标准,就是要看我是否能有效地满足美国人民的需要和解决他们所关心的问题。
